Groundbreaking of Water Pollution Control Plant upgrade project in Napanee

The Town of Greater Napanee held an official groundbreaking ceremony on Thursday to mark the start of construction on the Napanee Water Pollution Control Plant Upgrade Project.

The upgrade of the Napanee WPCP will support the development of up to 4,000 new homes in Napanee, helping to meet the housing needs of a growing community.

“This investment in the Napanee Water Pollution Control Plant is a powerful example of how federal infrastructure funding can directly support our communities," said MP Chris Malette. "By enabling the construction of thousands of new homes while protecting our environment, this investment is contributing to a stronger, more sustainable future for families in Greater Napanee and across the Bay of Quinte.”

In addition to enabling future growth, the upgrade will also improve reliability and performance for existing users, ensuring continued high-quality service and environmental protection.

“The Town of Greater Napanee is extremely excited about the major investment in the upgrading of our Water Pollution Control Plant. This upgrade is critical infrastructure that will allow us to continue to be a growing and prosperous community well into the future. It allows us to build homes, attract industry and continue to be a place all of us are proud to call home. None of this could have been possible without the support of our upper tier government partners who believe in our potential.” – Terry Richardson, Mayor of Greater Napanee.

This upgrade was made possible through a $34.8 million investment from the Government of Ontario under the Housing-Enabling Water Systems Fund, along with $14 million in funding from the federal government the Investing in Canada Infrastructure Program.

The new facility will be located beside the Town’s existing WPCP on Water Street West and will incorporate the existing digesters, allowing a portion of the current plant to remain in use as part of the new build.

It is expected that the upgraded facility will be operational in 2028.
